The Mayor of London Boris Johnson today (January 27) announced that he is to reorganise and refocus his team to concentrate on the delivery and implementation of plans, developed over the last two years, to improve London.

Since his election, the Mayor has delivered strategies for key areas such as transport, housing, economy, environment, sport and serious youth violence, approved budgets and put in place brand new systems at City Hall to drive this work forward.

With these solid foundations now in place, the Mayor has taken the decision to sharpen his team's energies on delivering these promises. As part of this step change, he is proposing Deputy Mayor for Policing Kit Malthouse as Chair of the Metropolitan Police Authority. As Vice Chair of the MPA for the last two years, Kit Malthouse has a vast knowledge of policing issues in the capital and is committed to delivering the best police force for London. The direct line of accountability between the Metropolitan Police Service and the people of London will remain with the Mayor who was democratically elected with a mandate over policing.

The Mayor also believes that, as an independent body of experts working to improve policing in London, the MPA should put party politics aside. To this end, he is proposing Reshard Auladin OBE, a well-respected independent voice on the MPA, as Vice-Chair to work alongside Kit Malthouse.

No Mayor can afford to be complacent about crime and Boris Johnson is clear that it remains his top priority. While no longer overseeing the day-to-day operation of the MPA, the Mayor will be more involved than ever, having fortnightly meetings with the Commissioner and his senior staff, as well as embarking on a systematic programme of visits to crime hotspots in the capital, speaking directly to the people affected and the officers working on the ground.

The Mayor is also proposing Assembly Member for Bexley and Bromley, James Cleverly, as Chair of the Waste and Recycling Board. He'll oversee an £84m budget and drive forward ambitious plans to end London's poor record on recycling.

James, a former soldier, is widely respected as a diligent representative of outer London as well as an effective board member of both the LDA and the MPA. He will also draw on the excellent success of Bexley and Bromley as pioneers in the field of recycling in his new role.

The Mayor of London Boris Johnson said: "Two years into my job as Mayor, I am increasingly confident that I have the right structures and policies in place and the best people with the vision and drive to truly make London the best big city in the world. To enable us to crack crime, give our young people the opportunities they deserve, clean up the environment and improve quality of life in our capital, we need a relentless, single-minded focus to drive home our advantage. I firmly believe Kit Malthouse, Reshard Auladin OBE and James Cleverly have the credentials, commitment and rigorous determination to meet these challenges head on."

Subject to the Assembly's confirmation hearing James Cleverly will stand down from his role as the Mayor's Youth Ambassador. The Mayor is very grateful to James for his contribution to this role, in particular his invaluable work to deliver the new Heron Wing for first time offenders at Feltham.

Lizzie Noel, who was recently appointed Advisor on Social Action and Volunteering as part of the Mayor's drive to boost volunteering across the capital, will now be taking forward You London, which will engage young people in structured activities. Pamela Chesters, Mayor's Advisor Health and Youth Opportunities, is already establishing the Mayor's Academies to set new standards in education provision in London. She will also lead on the Mayor's Scholars programme, to give children in care the opportunities normally associated with more privileged families, with the first scholars to be identified in the spring.

In addition the Mayor also announced that Christopher Garnett is to step down from his position as non-statutory Deputy Chairman on the Transport for London Board because of his increasing role as Chair of the Olympic and Paralympics Transport Board, although he will remain a Transport for London Board member. Daniel Moylan will remain as Deputy Chairman bringing the full benefit of his commitment to the board.

Notes:

The Mayor has written to the Assembly today notifying them of his intent to appoint Deputy Mayor Kit Malthouse to Chair of the MPA and Assembly Member James Cleverly to Chair of the Waste and Recycling Board.
The Assembly have three weeks to make their recommendations on the appointments to the Mayor.
